The Pressure Equipment Regulations of RSA (PER) states that: "any person who erects or installs any pressure equipment for use in the republic shall ensure, as far as is reasonably practicable, that it is erected or installed in a safe manner and without risk to health and safety when properly used.." All Pressure Equipment in The Republic " shall be categorized and submitted to the applicable conformance assessments of SANS 347 in addition to the requirements of the relevant health and safety incorporated into these regulations under section 44 of the act.."
The end user should ensure that their pressure equipment is compliant with PER and SANS 347. There is to be a data plate fitted to the vessel displaying the following:
-Name of manufacturer
-Country of origin
-Year of manufacture
-Manufacture serial number
-Reference number, date and edition of health and safety standard
-Design pressure in units Pascal
-Design temperature in minimum deg Celsius and max deg Celsius
-Capacity in cubic meters
-Unique mark of approved inspection authority where applicable
-Hazard category as stipulated by SANS347.
Should your pressure equipment be imported and not comply to any recognized codes of manufacture in RSA then an out of service AIA will have to confirm conformity... as the code says:
The AIA shall verify compliance to the PER for Category II and higher imported pressure vessels, steam generators and assemblies. The AIA shall stamp the additional data plate required by PER to indicate that the AIA was involved with the conformity assessment review and shall countersign the conformity assessment review certificate.
The end user is to have their pressure equipment inspected and pressure tested every 3 years of service... every pressure vessel and steam generator, excluding those referred to in sub regulations (3), to be subjected to an internal and external inspection and a hydraulic test to a pressure of 1,25 times the design pressure by an approved inspection authority for in-service inspection appointed by the user in writing, at intervals not exceeding 36 months.
